When a new floor is added over an old one without resetting or extending the flange, the flange ends up recessed and the seal has to bridge a gap it was never designed to bridge. It leaks slowly, from below, invisibly, and the first symptom is a soft spot in the subfloor or a stain on a basement ceiling. Extension rings solve it properly when they are stacked with a compatible gasket and fastened into sound material. Two wax rings piled up is not a solution; it is a deferred failure. Pull an old toilet in a house of a certain age and the sheathing around the flange is often soft.
