Three quite different projects get written up as a bathroom remodel, and on paper they read alike. What separates them is how far past the tile the work travels, who is licensed to touch the pipe, and how the money is released.

The narrowest replaces what you can see and leaves every drain, vent, and supply line where it sits. The middle version strips the room back to framing, renews substrate and waterproofing, and corrects whatever an earlier owner covered up. The widest moves fixtures, which means new drain and vent runs and a floor that has to be opened. Finish selections barely account for the gap. A surface job carries a fairly tight range because nothing behind the wall changes; a strip-out is wider by nature, since no honest number exists for a condition nobody has seen yet.
There is no single building era here. The City dates settlement to Joshua Pilcher's 1822 trading post, and a log cabin raised in the 1830s still stands at 805 Hancock Street in Olde Towne. Bellevue Public Schools records a lease signed on May 20, 1959 for a school inside the Offutt Family Housing Annex known as Capehart Housing, with the first of three elementary schools there dedicated in 1961, which dates the compact base-adjacent baths in that part of the city. Tregaron Golf Course opened to the public in the summer of 1997, so the subdivision wrapped around it is late-1990s work or newer. Fontenelle Hills sits on rolling ground and mixes ranch and multi-level houses on large lots, some backing onto Fontenelle Forest land. Twin Ridge, Golden Hills, and the streets near the Twin Creek district fall between those poles.
This is basement country, and that changes the whole plumbing conversation. NAHB's reading of the Census Survey of Construction found 62.3 percent of new single-family homes started in the West North Central region in 2024 had a full or partial basement, against 17 percent nationally. A drain in a joist bay can be reached from below, inspected before demolition, and rerouted without breaking concrete. The trade-off is the finished ceiling under the bathroom: opening it is part of the job, patching it is part of the job, and a scope that never mentions the room below has not been priced properly.
Nebraska DHHS reports that more than half of radon tests in the state come back above the action level of 4.0 picocuries per liter, and its measurement report to the Legislature puts the Sarpy County average at 5.3 across 5,649 tests between October 2019 and September 2024. Bathroom work in a finished lower level means cutting fresh openings through the floor slab for drainage, and any mitigation system already in place depends on that slab staying sealed. Penetrations get sealed as they are made, a suction pit and its piping stay untouched, and a retest afterward is cheap.
Nebraska handles this differently than most states. Under Neb. Rev. Stat. 18-1917, anyone installing or repairing sanitary plumbing must be a master plumber licensed by the city or village nearest the site, and the employees doing the work must hold journeyman licenses from that same city or village. Bellevue's code goes further: the plumbing permit is applied for by the master plumber and signed and paid for by that license holder, not by the homeowner. Separately, the Contractor Registration Act requires contractors and subcontractors to register with the Nebraska Department of Labor, and the Department says outright that registration does not ensure quality of work or protect against fraud. Check the registration, then check the plumbing license the City issued.
Bellevue's Permits and Inspection Division states that no regulated structure may be altered, repaired, improved, or converted without a permit, and that plumbing, mechanical, and electrical permits are separate unless exempted. Painting, papering, and floor covering are listed as exempt cosmetic work, which is where the confusion starts. The plumbing exemption is narrow: clearing a stoppage or fixing a leak needs no permit, but once a defective trap, drainpipe, soil, waste, or vent pipe has to come out and be replaced with new material, the City treats that as new work requiring a permit and inspections. Bellevue builds to the 2021 International Residential Code and the 2018 energy code, and inspections happen before tile goes on, not after.
The Nebraska Construction Lien Act treats a homeowner improving the house they live in as a protected party, and it defines residential real estate as four dwelling units or fewer. A subcontractor or supplier may send you a notice of the right to assert a lien, and the statute requires it to carry a warning that payments made after it arrives can expose you to double liability if you never contracted with the sender. Your exposure is the prime contract price less payments properly made in good faith, and a claimant has 120 days after last furnishing labor or materials to record. Practically: keep the notices, release money against finished stages, and collect signed waivers as you go.

Why it matters: Base-adjacent Bellevue housing spans a long period, so a bathroom scope should be based on the room in front of the remodeler. Compact layouts, limited wall depth, layered finishes, tight access, and earlier updates need to be measured before fixtures and tile are selected.

During the March 2019 Missouri River flood, water began reaching Offutt Air Force Base on March 15; two days later the Air Force reported water affecting roughly 30 base buildings and stated that personnel were battling historic flood conditions.
Why it matters: For basement bathrooms and lower-level finish work, the 2019 event makes it sensible to inspect for moisture evidence, prior repairs, and suitable substrate before new flooring, wall finishes, or a shower assembly conceal the space. It does not mean assuming every lower level has damage.

Those review and inspection points belong in the construction sequence before new walls, tile, or flooring conceal the work.
