What the missing shower removes from the scope

IRC R307.2's requirement for a nonabsorbent finish to 72 inches applies to shower walls and to bathtub walls where a showerhead is installed, per this reading of R307.2. A half bath has neither, so the wall assembly is ordinary drywall and paint or tile set as a finish rather than as part of a waterproof system. UPC 408.3's pressure balance and thermostatic valve requirement with its 120 degree handle stop applies to shower and tub-shower valves, per the UPC 408.3 spotlight, and a lavatory faucet is not one. UPC 408.7's 1,024 square inch compartment rule has nothing to act on either, per the Uniform Codes spotlight. The result is a room where nearly the whole budget goes to visible finish rather than to concealed assembly.

The clearances still bind, and they bind harder

Powder rooms are the smallest rooms in the house, and IRC P2705.1 does not scale down for them: no water closet or lavatory closer than 15 inches from its center to any side wall, partition or vanity, no closer than 30 inches center to center between adjacent fixtures, and not less than 21 inches of clear space in front, per the ICC plumbing provisions. A great many under-stair and closet-conversion powder rooms in older Bellevue housing were built to less than that. Housing in Olde Towne spans build years from 1890 through 1955, per a Bellevue neighborhood guide, and the City's 2023 plan to the Legislature asked for a code inspection program covering structures 60 or more years old, per the Affordable Housing Action Plan. Where the existing room cannot meet the 15-inch rule, the usual fix is a narrower or wall-hung lavatory, since the toilet's drain location is the expensive thing to move.

What a two-fixture permit actually costs

Because the fixture count is small, the plumbing permit math is easy to state. Bellevue charges $23.50 for permit issuance plus $9.80 per fixture or trap, adding $4.75 per fixture where drainage or vent piping is altered, per the plumbing fee schedule. Two fixtures at the base rate is $19.60 on top of the $23.50 issuance charge. A failed plumbing reinspection is $49.50, which is the largest avoidable number on the list. Under § 27-58 the permit is applied for and paid for by the master plumber, and the City's own language is that when a defective trap or drainpipe has to be replaced with new material the work counts as new work for which "a permit shall be procured and inspections made as provided," per the permit FAQ.

Ventilation is still required

Losing the shower does not remove the exhaust obligation. IRC M1505.4.4 requires 50 cfm intermittent or 20 cfm continuous local exhaust, with natural ventilation permitted under R303.3 only where openable glazing of at least 3 square feet is provided and at least half of that area opens, per this account of the ventilation code. Interior powder rooms have no window at all, so a fan is the only compliant option, and it has to be ducted to the exterior. Because these rooms sit off a hallway or a dining room, fan noise is a real specification item rather than a preference — a loud unit simply does not get switched on.

Electrical in a two-fixture room

Bellevue adopted the 2023 National Electrical Code with enforcement beginning January 1, 2025, per the City's permits and inspections page. NEC 210.52(D) requires at least one receptacle outlet within 36 inches of the outside edge of the basin, NEC 210.11(C)(3) requires at least one 20-amp branch circuit for bathroom receptacles with no other outlets on it though it may serve more than one bathroom, and 210.8(A)(1) requires ground-fault protection, per the bathroom electrical reference. Older powder rooms frequently have no receptacle at all, or one in the light fixture. Bellevue exempts reinstallation of attachment plug receptacles "but not the outlets," per the permit FAQ, so adding the box is permitted work.

Where the money is well spent

With no concealed assembly to fund, a powder room is the one bathroom where the finish budget goes further than anywhere else in the house. A wall-hung or pedestal lavatory recovers floor area and reads intentional. A full-height tile or paneled wainscot on one wall gives the room a subject. A single well-chosen light at the mirror does more than four recessed cans. Because the room is small, quantities are small, so an upgraded material costs tens of dollars rather than thousands.
