The clearance numbers decide the cabinet width

Before a vanity is priced, measure against IRC P2705.1: a water closet, lavatory or bidet may not be set closer than 15 inches from its center to any side wall, partition or vanity, nor closer than 30 inches center to center between adjacent fixtures, and there has to be at least 21 inches of clear space in front of it, per the ICC plumbing provisions. Those three numbers are what stop a 48-inch vanity from going into a room that looks like it fits one. The 15 inches runs from the toilet centerline to the cabinet side, so a wider vanity does not just crowd the toilet, it puts the room out of compliance. The wall you are mounting to is rarely flat

Stock vanity tops arrive straight. Bellevue walls in the older half of the city do not. A top scribed to a wall that bows a quarter inch across 60 inches either gets caulked into a gap that collects water or gets cut to follow the wall. Undermount sinks make this worse because the cutout is fixed before the top reaches the room. On a plaster wall the back edge is usually the problem; on a wall that has been skim-coated over old tile the problem is thickness that changes at the height where the backsplash lands. The fix is measuring the wall in three places at counter height before ordering, and building a shim plane behind the cabinet rather than fighting it at the top.

Electrical: the 2023 code changed the answer

Bellevue adopted the 2023 National Electrical Code and began enforcing it on January 1, 2025, per the City's permits and inspections page. NEC 210.52(D) requires at least one receptacle outlet within 36 inches of the outside edge of each basin, on a wall or partition adjacent to the basin or its countertop, and NEC 210.11(C)(3) requires at least one 20-ampere branch circuit serving bathroom receptacles with no other outlets on it, though it may serve more than one bathroom, per this summary of the bathroom electrical rules. NEC 210.8(A)(1) requires ground-fault protection for bathroom receptacles, and in the 2023 edition that scope widened to cover receptacles from 125 volts through 250 volts rather than 125 volts alone, per this reference on 210.8(A)(1). A double vanity that adds a second basin therefore adds a receptacle requirement, not just a second faucet.

Where the permit exemption stops

Bellevue's permit division lists a set of electrical work that needs no permit, and two items on it get misread constantly: repair or replacement of a fixed approved appliance "of the same type and rating in the same location," and "reinstallation of attachment plug receptacles, but not the outlets," per the City's permit exemption list. Putting the same receptacle back in the same box is exempt. Adding a box for a second basin is not. On the plumbing side the same page states that replacing a defective trap or drainpipe with new material is new work requiring a permit and inspections, which is what a vanity swap turns into the moment the old P-trap or the old supply stubs are past saving. Under Nebraska Revised Statute 18-1917 that pipe work has to be done by a master plumber licensed by the nearest city or village, with journeymen licensed by that same city doing the installation.

Supply lines in the older stock

Galvanized steel supply piping was common in houses built up to roughly 1950 and typically lasts 40 to 60 years, per InspectApedia's account of galvanized pipe, which puts every surviving run in Bellevue's oldest neighborhoods past its expected life. Galvanized announces itself when the old angle stops are opened: the flow drops because corrosion has narrowed the bore, and the threads at the stub-out are frequently the weakest point in the run. A vanity replacement is the cheapest moment in the life of that room to change the stub-outs and valves, because the wall behind the cabinet is open and the finish work is already being done. Skipping it means opening a finished cabinet back later.

Tops, edges, and what the room can carry

Quartz and granite tops arrive heavy enough that the cabinet has to be level and fully bearing before they land, and a 3-centimeter slab on a cabinet shimmed at two points will telegraph a crack at the sink cutout. Sink style follows maintenance rather than fashion: an integrated top has no seam to fail, an undermount has a silicone joint that eventually needs redoing, and a vessel sink raises the effective counter height, which matters in a household where the bathroom is shared across a wide age range.
