Glass is the last item installed and the first one to expose every error underneath it. A panel is cut to the opening that exists, not the opening on the plan, so the walls, the curb and the plumb of the jamb all get measured after the tile is set.

Or call (402) 698-8275IRC R308.4.5 treats glazing in walls, enclosures or fences containing or facing bathtubs, showers, saunas, hot tubs and whirlpools as a hazardous location where the bottom exposed edge of the glazing is less than 60 inches measured vertically above any standing or walking surface, with an exception for glazing more than 60 inches measured horizontally from the water's edge or the edge of a shower, per this reproduction of R308.4.5. Bellevue enforces the 2021 IRC, Chapters 2 through 24 plus Chapter 44, adopted at § 8-17. In plain terms, an enclosure panel or a door within reach of a shower has to be safety glazing, which means fully tempered in practically every shower application. Tempered glass fails into small blunt fragments instead of shards, which is the whole point of the requirement.
A frameless enclosure carries its own weight and the door's swing through a small number of clamps and hinges anchored into the wall. Those anchors need blocking behind the tile, positioned before the backer goes up. Retrofitting them into a finished tile wall means either hitting a stud by luck or accepting a toggle in half-inch backer, which is how a hinge works loose and a door drops out of square. Semi-frameless and framed enclosures spread the load along a jamb channel and tolerate far more wall variation. That tolerance is the real reason framed units still dominate in older housing: the walls are not straight enough for anything else without corrective work.
The City's 2023 plan filed with the Legislature counted 26,976 housing units, proposed a systematic code inspection program for structures 60 or more years old, and put the deteriorated pockets near the downtown core and the oldest neighborhoods to the north and south, per the Affordable Housing Action Plan. Housing in Olde Towne spans build years from 1890 through 1955, per a Bellevue neighborhood guide. Framing that old has settled, and a shower opening out of plumb by three eighths of an inch top to bottom is ordinary rather than remarkable. Framed enclosures absorb that in the channel. A frameless panel does not, so either the wall gets corrected during the tile work or the glass gets cut on a taper — a real fabrication option that has to be decided at the measure, not at the install.
Glass does not make a shower watertight; the pan and the slope do. A curb has to slope inward so water running down the inside face of the glass returns to the pan rather than sitting on the curb top and wicking into the joint. On a curbless installation there is no curb to slope, so the door swings over a level surface and the entire containment depends on the floor slope and the membrane. That is where the waterproofing height rule changes: IRC R307.2 requires a nonabsorbent finish to 72 inches, and in a shower with no curb that height is measured from the drain inlet rather than the floor, per this reading of R307.2. See bathroom waterproofing for the membrane detail that sits under the glass.
Bellevue enforces the 2021 Uniform Plumbing Code under § 27-85. UPC 408.7 requires the shower compartment's finished interior to be not less than 1,024 square inches and capable of encompassing a 30-inch circle measured at the top of the threshold, maintained to a point not less than 70 inches above the shower drain outlet, with valves, showerheads, soap dishes, shelves and grab bars as the only permitted intrusions, per the Uniform Codes spotlight on 408.7. A header, a transom bar or a return panel set inside the compartment line can compromise that clear volume, and a door that opens inward into a 32-inch base can too. Confirm the swing direction and the clear opening against the fixture layout before ordering.
Thicker glass at three eighths or half an inch is stiffer and moves less at the hinge, which keeps the seal strip aligned. A factory-applied hydrophobic coating slows mineral buildup but does not eliminate squeegee duty, and it can be voided by abrasive cleaners. Choose hinge and handle finishes that are solid brass or stainless rather than plated zinc, because the hardware sits in the wettest air in the house. Fixed panels with a stabilizing bar are less prone to loosening than a wide unsupported door. Where the room is tight enough that a swinging door does not work, a bypass slider or a single fixed panel with an open entry is the alternative, and the small bathroom page works through the geometry that drives that decision.

Call (402) 698-8275Bellevue’s Permits and Inspection Division says regulated construction, alteration, repair, improvement, or conversion requires a permit unless exempted, and separate plumbing, mechanical, and electrical permits are required unless exempt. It also says replacement plumbing material or rearrangement of pipes or fixtures is new work for which permits and inspections are required.
Why it matters: A bathroom project that changes drains, supply lines, fixtures, ventilation, walls, or electrical work needs its permit-sensitive scope identified before demolition. Those review and inspection points belong in the construction sequence before new walls, tile, or flooring conceal the work.

Bellevue Public Schools records that on May 20, 1959, it and the Secretary of the Air Force entered a lease for a school within the Offutt Family Housing Annex known as Capehart Housing; the first of three elementary schools there was dedicated in 1961.
Why it matters: Base-adjacent Bellevue housing spans a long period, so a bathroom scope should be based on the room in front of the remodeler. Compact layouts, limited wall depth, layered finishes, tight access, and earlier updates need to be measured before fixtures and tile are selected.

During the March 2019 Missouri River flood, water began reaching Offutt Air Force Base on March 15; two days later the Air Force reported water affecting roughly 30 base buildings and stated that personnel were battling historic flood conditions.
Why it matters: For basement bathrooms and lower-level finish work, the 2019 event makes it sensible to inspect for moisture evidence, prior repairs, and suitable substrate before new flooring, wall finishes, or a shower assembly conceal the space. It does not mean assuming every lower level has damage.
