Tile is the part everyone chooses and the last part that fails. What decides whether a Bellevue tile job holds up for twenty years is the substrate under it, the plane it was set on, and whether an exterior wall behind it was insulated to the state's energy code before anyone reached for thinset.

Six boxes, about thirty seconds. You pick when to be called back, and that is when the phone rings.
Or call (402) 698-8275A tile assembly is a stack: framing, backer, waterproofing where the code demands it, mortar bed, tile, grout. Every failure mode lives in the lower half of that stack. Deflection in the floor cracks grout lines and then tiles. A backer that absorbs water swells and lets the tile release. A wall that is out of plane by half an inch across eight feet forces lippage that no grout width hides. So the sequence on a real job is: verify the framing, correct the plane, install the code-listed backer, waterproof, then lay out. Selecting a tile before that inspection happens is how a good-looking sample ends up on a bad substrate. The full service list separates the surface work from the assembly work behind it for the same reason.
Bellevue builds residential work to the 2021 International Residential Code, adopted at § 8-17 of the city code as Chapters 2 through 24 plus Chapter 44. IRC Table R702.4.2 lists what may back wall tile in tub and shower areas: glass mat gypsum backing panel to ASTM C1178, fiber-reinforced gypsum panels to ASTM C1278, nonasbestos fiber-cement backer board to ASTM C1288 or ISO 8336 Category C, and nonasbestos fiber mat-reinforced cementitious backer units to ASTM C1325. R702.3.7.1 then states that water-resistant gypsum backing board "shall not be used where there will be direct exposure to water, or in areas subject to continuous high humidity," and R702.3.7 bars water-resistant gypsum board over a Class I or II vapor retarder inside a shower or tub compartment while requiring cut and exposed edges to be sealed as the manufacturer directs. All of that text is in IRC Chapter 7. Practically: green board can back the tile on the dry wall beside the vanity and cannot back the tile inside the wet enclosure.
IRC R307.2 sets the nonabsorbent finish requirement at 72 inches above the floor on shower walls and on tub walls where a showerhead is installed, and in a shower with no curb the height is measured from the drain inlet, per this reading of R307.2. That 72-inch line is a minimum, not a design intent. Tile that stops at 72 inches in a room with an eight-foot ceiling leaves a horizontal joint at eye level where the membrane terminates, and that joint is the first thing to fail if the fan is undersized. Running tile to the ceiling on the wet walls is a durability decision, not a luxury one, and it changes the quantity takeoff by enough that it belongs in the estimate rather than in a change order.
Sarpy County's 99 percent heating design temperature is 2 degrees Fahrenheit, per the county-level design temperature guide, and Omaha's coldest reading in 2024 was 16 below zero on January 14, per the National Weather Service annual summary. Nebraska sits in Climate Zone 5, where the 2018 energy code Bellevue adopted asks for R-20 or R-13 plus R-5 continuous in a wood frame wall, R-49 at the ceiling and R-19 or R-15 continuous at a basement wall, per the state energy code summary. Bellevue adopted the 2018 International Energy Conservation Code in the same ordinance that adopted the IRC. When a shower wall is also an exterior wall — common in the compact base-adjacent baths and in Olde Towne — the studs are open exactly once in the life of that room. Insulating and air sealing then costs a fraction of what it costs after the tile is set, and it is the difference between a cold tile surface that condenses and one that does not.
Set the layout off the plumbing wall and the most visible sightline rather than off a corner, because a cut of less than half a tile at the entry reads as an error from the doorway while the same cut in a back corner disappears. On floors, slope governs before pattern does: a linear drain lets a large-format tile run in one direction on a single plane, while a center drain under a 12 by 24 tile forces radial slope and cuts. Movement joints belong at changes of plane and at the perimeter, not wherever the tile runs out.
Bellevue's 2023 housing plan filed with the Legislature counted 26,976 housing units in 2022, roughly 18,234 owner and 8,742 rental, and proposed a code inspection program aimed at structures 60 or more years old, per the Affordable Housing Action Plan. In that stock the walls are rarely flat and a previous owner has often tiled over tile, so correcting the plane with furring is a real line item. For the membrane detailing under all of this, see bathroom waterproofing.

Call (402) 698-8275Bellevue’s Permits and Inspection Division says regulated construction, alteration, repair, improvement, or conversion requires a permit unless exempted, and separate plumbing, mechanical, and electrical permits are required unless exempt. It also says replacement plumbing material or rearrangement of pipes or fixtures is new work for which permits and inspections are required.
Why it matters: A bathroom project that changes drains, supply lines, fixtures, ventilation, walls, or electrical work needs its permit-sensitive scope identified before demolition. Those review and inspection points belong in the construction sequence before new walls, tile, or flooring conceal the work.

Bellevue Public Schools records that on May 20, 1959, it and the Secretary of the Air Force entered a lease for a school within the Offutt Family Housing Annex known as Capehart Housing; the first of three elementary schools there was dedicated in 1961.
Why it matters: Base-adjacent Bellevue housing spans a long period, so a bathroom scope should be based on the room in front of the remodeler. Compact layouts, limited wall depth, layered finishes, tight access, and earlier updates need to be measured before fixtures and tile are selected.

During the March 2019 Missouri River flood, water began reaching Offutt Air Force Base on March 15; two days later the Air Force reported water affecting roughly 30 base buildings and stated that personnel were battling historic flood conditions.
Why it matters: For basement bathrooms and lower-level finish work, the 2019 event makes it sensible to inspect for moisture evidence, prior repairs, and suitable substrate before new flooring, wall finishes, or a shower assembly conceal the space. It does not mean assuming every lower level has damage.
