The valve standard is not optional

Bellevue enforces the 2021 Uniform Plumbing Code, adopted at § 27-85 of the city code with local amendments at § 27-87. UPC 408.3 requires shower and tub-shower combination control valves to be of the pressure balance, thermostatic, or combination pressure balance and thermostatic type conforming to ASSE 1016 or ASME A112.18.1/CSA B125.1, with handle position stops adjusted per the manufacturer's instructions to deliver a maximum mixed water setting of 120 degrees Fahrenheit, and it states that water heater thermostats "shall not be considered a suitable control for meeting this provision," per the UPC 408.3 code spotlight. Two consequences follow. Turning the water heater down does not satisfy the code. And a trim kit sold to fit an old two-handle body does not convert that body into a compliant valve.

Who can legally do the work

Nebraska Revised Statute 18-1917 requires that any person who installs or repairs sanitary plumbing in the state be a duly qualified master plumber licensed by the city or village nearest the construction site, and that the employees performing the actual installation or repair also hold journeyman licenses from that same city or village. Bellevue city code § 27-58 adds that no licensed person may do plumbing work in the city or its two-mile zoning jurisdiction without a city-issued permit naming the authorized master plumber or firm, that permits under the article are applied for by the master plumber, and that once approved the permit is signed and paid for by that license holder. The fee side is published: $23.50 for permit issuance, $9.80 per fixture or trap, $4.75 per fixture where drainage or vent piping is altered, and $49.50 for a failed plumbing reinspection, per the plumbing fee schedule.

Where the permit exemption ends

The City draws the line clearly. No permit is required for clearing stoppages or repairing leaks in pipes, valves or fixtures where the repair does not involve replacing or rearranging valves, pipes or fixtures. But should any trap, drainpipe, soil, waste or vent pipe become defective and need removal and replacement with new material, that is considered new work and "a permit shall be procured and inspections made as provided," per the City's permit FAQ. In practice a fixture change crosses that line the moment the old trap or the old stub-outs will not take a new connection, which on a house of a certain age is most of the time.

Supply piping decides how far the job goes

Galvanized steel supply piping was common in houses built up to roughly 1950 and typically lasts 40 to 60 years, per InspectApedia, and CorrView reports galvanized supply failures inside that same 40 to 60 year window while extra heavy cast iron and ductile iron waste lines carry an expected life of 75 to 100 years, per its piping bulletin. Bellevue has a lot of housing in that band; the City's 2023 plan to the Legislature sought a code inspection program for every structure 60 or more years old and located the worst pockets near the downtown core and the oldest neighborhoods north and south of it, per the Affordable Housing Action Plan. The tell is flow: open an old angle stop and if the stream is weak, the bore is narrowed by corrosion and a new faucet will disappoint on day one.

Clearances are set by the fixture, not the room

IRC P2705.1 fixes the geometry: no water closet, lavatory or bidet set closer than 15 inches from its center to any side wall, partition or vanity, no closer than 30 inches center to center between adjacent fixtures, and no less than 21 inches of clear space in front, per the ICC plumbing provisions. A wall-hung lavatory that replaces a vanity changes the 15-inch measurement because the obstruction disappears. A wider vanity replacing a narrow one changes it the other way. Both are worth checking with a tape before the cabinet or the fixture is ordered rather than after.

The parts worth paying for

Brass or stainless valve bodies over plastic. Ceramic disc cartridges from a manufacturer whose parts are still sold. Quarter-turn angle stops instead of multi-turn stops that seize. Braided stainless supply connectors rather than plastic ones. A tub or shower valve with an accessible service plate. None of that shows in a photograph and all of it decides whether the fixture is still working in fifteen years. Behind-the-wall bathroom changes must be planned around City requirements

Bellevue’s Permits and Inspection Division says regulated construction, alteration, repair, improvement, or conversion requires a permit unless exempted, and separate plumbing, mechanical, and electrical permits are required unless exempt. It also says replacement plumbing material or rearrangement of pipes or fixtures is new work for which permits and inspections are required.

Why it matters: A bathroom project that changes drains, supply lines, fixtures, ventilation, walls, or electrical work needs its permit-sensitive scope identified before demolition. Those review and inspection points belong in the construction sequence before new walls, tile, or flooring conceal the work.
